📓 This book was published following a conference of the same title which was held at the Castle of Bourglinster in Luxembourg on 1 and 2 July 1993. This conference, which had been organized by the Luxembourg Institute for European and International Studies, was attended by some thirty academic experts together with a number of officials, mainly policy planners of the foreign ministries from East and West. Its purpose was above all to reflect upon possible future crises, that might arise either through a quantitative or a qualitative leap of present ones as well as about totally new ones. What will be the sources of such crises? Where are they likely to emerge? What will be their implications in the political, strategic-military and economic realm? One very important question is how to contain, limit, slow down or terminate those crises having already erupted and even more importantly, how to prevent crises that may arise if we are not taking some necessary measures. In this respect the conference and this volume have gone beyond most comparable endeavors. The conference showed how difficult it is to leap forward imaginatively, to move intellectually beyond present situations, predicaments and mechanisms. What is important, however, is the fact that it strengthened the awareness of participants of the shortcomings of the present approach. It has not been easy to find a structure for this book.
